1) Please use LED dimmer / SCR IR Dimmer (Silicon Controlled Rectifier Infrared Dimmer) to improve flicker and power reduction.Ordinary dimmers are mainly used to control incandescent lamps. Most of the microwaves use ordinary dimmers and therefore a slight flicker might occur in the Low setting.
2) Some microwaves will have a very little current flowing even in the OFF position of the light switch. If your microwave is one of those, then the LED bulb will glow slightly even in the OFF position.
