Terrorist attacks on US bases in Afghanistan have caused a series of events that result in both an OPEC embargo on oil sales to the US and the destruction of American refineries. With fuel being in short supply, food and other merchandise cannot be delivered, and the American economy collapses. Diseases flourish in the cities, where gangs of thugs loot, rape, and kill. The government is in shambles; its only response is to create a branch of FEMA known as the National Emergency Recovery Corps. Young persons between the ages of eighteen and thirty-five are conscripted to work for NERC, and among those are the two younger brothers of Erin Miller's friend Jennifer. Erin and her friends have survived the worst at Erin's lodge in the Kiamichi Mountains of southeastern Oklahoma, but new types of trouble arise. Erin's group is forced to leave the lodge and go into hiding. Jen's brothers, David and Price, escape from the NERC camp in Pueblo, Colorado, determined to make their way to the Kiamichis. Danger finds them at almost every turn, as they struggle to overcome terrible odds in order to rejoin their family.
