The white color cans are included for two important reasons. To get the maximum "pop" from the fluorescent colors it is necessary to first paint a layer of white - this allows for a bright base which helps longevity and brightness of fluorescent tones. Also, some fluorescent effects can be made more realistic in murals and paintings by adding a white "highlight" on top of some of the fluorescent paint.
