Q: Can the balloons can be filled with helium?
A: Yes, they are suitable for helium, and recommended to be filled with no more than 12 inches with the helium.

Q: are they safe around children?

A: When inflated the balloons are perfectly safe as they are made of natural latex but when they are not inflated they oppose danger to children under 6 years due to the choking hazard:

"CHOKING HAZARD: Children under 6 years can choke or suffocate on uninflated or broken balloons. Adult supervision required. Keep inflated balloons from children. Discard broken balloons at once."

Instruction:As the gold confetti is heavier than the helium, will naturally moves toward the direction of gravity. So, before inflating the balloon, spray a little bit of water into the balloon and rub the confetti with your hands repeatedly to distribute them uniform inside the balloon, so that the moisture helps the pieces of gold confetti stick to the balloon.
