OFF/ON/ON means you can run 2 different set of lights off one switch.
Each pole controls a separate circuit.
The switch is OFF in the bottom position. When moved to the center position the first circuit will be ON. You would press the switch to the upward (top) position to turn the second circuit ON.
The switch has 6 pins total
